أسفرت الجهود الرقابية لأمانة محافظة جدة في متابعة مخالفات المباني خلال شهر يناير الماضي، عن رصد 5,687 مخالفة في عدد من أحياء المدينة.
وأوضحت الأمانة أن جهود الرقابة التي نفذتها البلديات الفرعية خلال الشهر الماضي، تأتي في إطار مهامها للارتقاء بالخدمات ومعالجة مظاهر التلوث البصري وتحسين المشهد الحضاري للمدينة.

خطة دعم مكثفة

وأضافت أمانة جدة أن هذه الجهود جاءت نتاج خطة الدعم المكثفة لتحسين المشهد الحضري ورصد مخالفات المباني بكل أشكالها.
وأوضحت أن الأعمال الميدانية أسفرت عن إشعار 6,907 مواقع مخالفة لتصحيح وضعهم نظامًا.

وأشارت إلى أن المخالفات التي جرى رصدها تنوعت ما بين عدم وجود لوحة في مواقع البناء توضح بيانات الرخصة أو عدم صيانتها، وعدم وجود حاوية لمخلفات ترميم المباني، وزيادة مسافة التشوين عن الحد الأقصى المسموح به بين حد الملكية والسور المؤقت.
إضافة إلى عدم التعاقد مع ناقل نفايات مؤهل من الأمانة في أثناء تنفيذ أعمال بناء أو هدم أو ترميم.

The city of Avdiivka now constitutes a Russian trophy in a state of ruin.

The logistics hub – or what’s left of it – was exhibited by uniformed Russian officials after months of intensive fighting on the front line.

It is their latest conquest in the invasion of Ukraine and the latest setback for their hard-pressed neighbour.

It was with reports of further Russian advances in villages surrounding Avdiivka that Ukrainian President Volodymyr Zelenksyy convened an all-day conference along with his ministers and generals, in a smart Kyiv hotel.

The gathering may have been designed as a show of confidence – or reassurance – but his address began with something that sounded like an admission – the first time he has spoken about the number of Ukrainian soldiers who have died since the beginning of the full-scale invasion.

“I’m not sure if I have the right. It’s a very serious moment. Let’s start from the beginning. Recently, there were voices in a radical part of some American political circles that were not on our side. They said, ‘How many more casualties do you want? Ukraine has lost 300,000 lives…’ This is all nonsense, this is all rubbish. Every person lost is a great loss for us, and it’s a very big loss for us – 31,000 Ukrainian soldiers died in this war.”

Critics will argue that the number is too low with Western officials saying the total is closer to 70,000, although the president had felt the need to give a figure.

There was another attempt at candour when I asked the Ukrainian leader whether he was prepared to cede territory to the Russians as the country attempts to rearm its depleted military.

President Zelenskyy responded by referring to the shortage of artillery shells now faced by his forces – a ratio he estimated at one Ukrainian shell for every 12 Russian munitions fired.

“When we are at 1 to 1.5 [shells] or 1 to 3 [shells] then we can push back the Russians. Until we reach such numbers, we either hold our positions – or we lose them – 100 metres, 50 metres. Unfortunately, this is it.”

The prospect that Ukrainian forces will lose ground to the Russians seemed all too real to our team when we travelled to the city of Kupyansk on the north-eastern section of the front.

Soldiers told us they were under severe pressure with Russian troops mounting continuous attacks. An anti-tank commander said he only had enough grenades to fire for approximately 15 minutes.

This was something we were able to raise with the country’s powerful head of military intelligence, General Kyrylo Budanov, who also attended the conference.

“It’s been a really tough period at the front [for Ukraine], what message are you trying to send now?” I asked when we spoke outside the main hall.

“Listen, don’t dramatise the situation, that’s what I want to say. The situation is hardly different from yesterday, the day before, or a month ago,” he responded with evident frustration.

“But your soldiers are under pressure,” I responded, “we have been to Kupyansk,” I said before the general cut me off.

“There are no problems in the Kupyansk direction. There are issues in Avdiivka direction,” he said.

“What do you want from the West? What do you need?”

“We need weapons, and the sooner the better.”

The Ukrainians used this conference to sell the national story of resilience and heroic struggle – but it was General Budanov who seemed to get to the point.

Survival will not be achieved without urgent Western help.

بعد يوم واحد من الذكرى السنوية الثانية للغزو الروسي، تبحث حوالي عشرين دولها معظمها من أوروبا سبل تقديم مزيد من الدعم لأوكرانيا. وتعقد هذه الدول اجتماعا في باريس في وقت “صعب جدا” على الجيش الأوكراني الذي خسر مؤخرا مدينة أفدييفكا في الشرق الأوكراني لصالح القوات الروسية. وعشية الاجتماع أعلن الرئيس الأوكراني فولوديمير زيلينسكي مقتل 31 ألف جندي من قوات بلاده في الحرب مع روسيا التي دخلت الأحد عامها الثالث. 

ويريد المجتمعون التأكيد مجددا على وحدتهم ودعمهم لأوكرانيا التي تواجه وضعا متأزما، في ظل تحول الاهتمام إلى الشرق الأوسط واستمرار تأخر المساعدات الأمريكية بسبب خلافات حزبية في الكونغرس.

وسيحضر معظم الزعماء الأوروبيين بينهم المستشار الألماني أولاف شولتس والرئيس البولندي أندريه دودا بالإضافة إلى رؤساء وزراء 15 دولة في الاتحاد الأوروبي، هذا الاجتماع في قصر الإليزيه الذي سيفتتح بمداخلة عبر الفيديو للرئيس الأوكراني فولوديمير زيلينسكي.

ولن يحضر رئيس الوزراء المجري فيكتور أوربان بسبب تصويت البرلمان المجري على عضوية السويد في حلف شمال الأطلسي. وسيكون رئيس وزراء سلوفاكيا روبرت فيكو في باريس. وهاتان الدولتان الأكثر تحفظا داخل الاتحاد الأوروبي إزاء دعم أوكرانيا.

ويشارك في الاجتماع ممثلان عن الولايات المتحدة وكندا، بالإضافة إلى وزير الخارجية البريطاني ديفيد كاميرون.

“لم نتعب”

وذكرت الرئاسة الفرنسية أن “الأمر يتعلق بدحض الانطباع بأن الأمور تنهار، والتأكيد من جديد على أننا لم نتعب وأننا مصممون على وقف العدوان الروسي. نريد أن نبعث رسالة واضحة إلى (الرئيس الروسي فلاديمير) بوتين بأنه لن ينتصر على أوكرانيا”.

وبينما من غير المرتقب الإعلان عن مساعدات جديدة، سيدرس المشاركون سبل “القيام بعمل أفضل وأكثر حسما”. وأكدت كييف الأحد أن نصف الأسلحة الغربية الموعودة يتم تسليمها بشكل متأخر.

وقالت الرئاسة الفرنسية “الجميع يبذلون كل ما في وسعهم لتسليم الأسلحة. يجب أن نكون جميعا قادرين على القيام بعمل أفضل معا، كل وفق قدراته”.

ووقعت دول أوروبية عدة بينها فرنسا وألمانيا وإيطاليا، اتفاقات أمنية ثنائية مع كييف في الأسابيع الأخيرة، لكن الاتحاد الأوروبي يجد صعوبة في الإيفاء بالتزاماته، خاصة فيما يتعلق بتسليم القذائف.

من جهة أخرى، فإن المساعدات الأمريكية التي تعتبر بالغة الأهمية بالنسبة لكييف، معلقة حاليا من جانب أنصار الرئيس السابق دونالد ترامب الجمهوريين الذين يتمتعون بالأغلبية في مجلس النواب.

وجاء في بيان الإليزيه “لم نستسلم ولسنا انهزاميين. لن تنتصر روسيا في أوكرانيا”.

وسيبحث الاجتماع أيضا زيادة الهجمات الإلكترونية والمعلوماتية من روسيا التي “باتت أكثر عدوانية” وتمثل “خطرا متزايدا على أوروبا” وفقا للرئاسة الفرنسية.

وعشية الاجتماع، قال زيلينسكي متوجها إلى حلفائه الغربيين، إن انتصار أوكرانيا على روسيا “يتوقف عليكم”، لكنه أبدى “ثقته” بأن الكونغرس الأمريكي سيوافق في نهاية المطاف على حزمة المساعدات طال انتظارها.

وأوضح زيلينسكي أن خطط الهجوم المضاد الذي شنته قواته الصيف الماضي قد سربت إلى روسيا قبل بدئه، وفشله كان ضربة قاسية لأوكرانيا.

وكان الحلفاء الغربيون الذين يعتبر دعمهم ضروريا لكييف، مترددين في الأشهر الأخيرة في الموافقة على صرف أموال جديدة لتوفير مزيد من الأسلحة والذخائر التي يحتاجها الجيش الأوكراني بشدة لصد هجمات القوات الروسية.

وفي الأيام الأخيرة، حث زيلنسكي حلفاءه الغربيين على تقديم المساعدة العسكرية بسرعة أكبر، ودعا بشكل خاص إلى تسليم الذخيرة والمزيد من أنظمة الدفاع الجوي والمقاتلات.

يتطلع فريق الهلال لمواصلة رحلة انتصاراته المثالية حينما يلاقي نظيره فريق الاتفاق مساء الاثنين في ختام منافسات الجولة الحادية والعشرين من الدوري السعودي للمحترفين والتي أُطلق عليها جولة يوم التأسيس بمناسبة ذكرى يوم التأسيس التي تصادف يوم 22 من فبراير (شباط) لكل عام.

ويدرك الهلال الذي يتولى قيادته البرتغالي خورخي خيسوس قوة وأهمية المباراة أمام الاتفاق الذي تحسنت صفوفه وخاصة على الجانب الهجومي بعد فترة الانتقالات الشتوية بعدما عزز صفوفه بالإسباني ميدران القادم من فريق التعاون، إضافة إلى المهاجم إيكامبي لاعب فريق أبها.

يملك الأزرق العاصمي سلسلة من الدوافع التي تقوده للفوز في المباراة يأتي أبرزها الحفاظ على الفارق النقطي بينه وبين أقرب منافسيه فريق النصر، إضافة إلى مواصلة انفراده بصدارة الترتيب والاقتراب خطوة أكثر نحو استعادة لقبه الذي افتقده في الموسم الماضي لصالح الاتحاد بعد ثلاث سنوات من الاحتفاظ باللقب وتحقيق المُنجز.

Oppenheimer has continued its winning streak – picking up more top gongs at the Screen Actors Guild (SAG) Awards ahead of next month’s Oscars.

Christopher Nolan’s biopic about the ‘father of the atomic bomb’ won best cast in a motion picture, while its star Cillian Murphy scooped the prize for best actor at the Hollywood ceremony.

Co-star Robert Downey Jr picked up the award for best supporting actor.

The red carpet event followed the longest actors’ strike in history and is a key indicator for the Academy Awards, for which voting is currently taking place ahead of the 10 March ceremony.

Murphy, who has already enjoyed success at the BAFTAs and Golden Globes, said: “Twenty-eight years ago when I was trying to become an actor, I was a failed musician and I felt extremely like an interloper, but now looking out at you guys here today, I know I am part of something truly wonderful.”

Accepting his award, Downey Jr said: “Why me, why now, why do things seem to be going my way?”

Picking up the prize on behalf of the cast, Sir Kenneth Branagh, who plays physicist Niels Bohr in the film, described the award as a “full circle moment” following the actors’ strikes.

Paying tribute to the union, he said: “Thank you SAG-AFTRA, thank you for fighting for us.

“Thank you for every SAG-AFTRA member whose support and whose sacrifice allows us to be standing here, better than we were before.”

He recalled the walkout of the Oppenheimer cast at last July’s London premiere as the strike began.

He said: “We went from the red carpet and we didn’t see the film that night. We happily went in the direction of solidarity with your good selves. So this is a full circle moment for us.”

Lily Gladstone was named best actress for her role as Mollie Burkhart in Martin Scorsese’s Killers Of The Flower Moon, while Da’Vine Joy Randolph picked up the prize for best supporting actress for her role as Mary Lamb in The Holdovers.

“I am beyond humbled and I am so incredibly grateful to be considered among you,” Randolph said of her fellow nominees Emily Blunt, Penelope Cruz, Jodie Foster and Danielle Brooks.

“How lucky are we that we get to do what we do… For every actor still waiting in the wings, it is not a question of if, but when. Keep going.”

It was a successful night for TV comedy-drama The Bear, the story of a star chef who returns to Chicago to run the family business after the death of his brother.

Stars Jeremy Allen White and Ayo Edebiri were presented with the awards for best actor and actress in a comedy series respectively, while the series won best ensemble in a comedy series.

Steven Yeun and Ali Wong won best actor and actress in a limited series for their roles in Beef, about a pair who start a life-changing feud after a road rage incident.

Actor Pedro Pascal appeared visibly shocked and emotional as he appeared on stage to collect the award for best male actor in a drama series for his role in The Last Of Us.

“This is wrong for a number of reasons, I’m a little drunk, I thought I could get drunk. I’m making a fool of myself, but thank you so much for this,” Pascal told the audience.

He later told British star Tan France he was going to celebrate the win by kissing Succession star Kieran Culkin as “revenge”, as the pair have made jokes at each other’s expense during their awards season speeches.

Sky Atlantic TV hit Succession, about warring siblings in a media dynasty, was named best ensemble for a drama series.

Star Alan Ruck said the cast had made “friends for life” and described it as “one last hurrah” following the end of the last series.

“Right now, you are looking at some of the luckiest people on the planet. And some of the most grateful,” he said.

“Because not only did we get to work on one of the best television shows maybe ever, we made friends for life.

“I think the magic of Succession was the writing was so fabulous it inspired all of us to bring our A game from the very beginning, we got off watching each other work, we caught lightning in a bottle. Lucky.”

Hollywood star and singer Barbra Streisand was honoured with the SAG Life Achievement Award.

Meryl Streep, Anne Hathaway and Emily Blunt who starred in the 2006 hit film The Devil Wears Prada reunited on stage to present the award for best male actor in a comedy series.

British star Naomi Watts introduced the in memoriam segment of the show, which honoured actors including Harry Potter star Sir Michael Gambon and Friends actor Matthew Perry.

The ceremony was streamed on Netflix for the first time, and is one of the service’s most significant forays into live streaming so far – with a live tennis event to follow next month.
